Study On The Legal Institutions Of Environmental Education In OurCountry

Human beings are enjoying the enormous material wealth brought by the industrial revolution since it came into the 20th century. At that time, every country sped up the industrialization process and consumed large amount of resource. Much chemical material which released from laboratory became the secret weapon by which human beings fight against the nature. When people are cheering for the rapid development of economy, the true disaster is coming. Our spring is becoming silent without flowers, blue sky, white clouds, green hills or clean water. They replace the environment to the rapid development of economy, the consequences are beaming apparently. Unfortunately, now we still make old mistakes. The weak awareness of environment is the basic reason of "first pollution, last treatment" or "only pollution, no treatment". On the condition of the various environment problems, the environmental education is becoming more serious. Some people hold that "the best time of planting trees is ten years ago, the next best is right now". The same goes for the environmental education.Currently, environmental education has been put as the main way to improve the citizens’ environmental consciousness and responsibility internationally, and the corresponding environmental education legislation has become the main trend, while our country is slightly behind of other countries in this respect. Nevertheless, the local legislation in some places of our country has already provided valuable experience for the further national legislative activities.This paper aims to discuss and find a proper way of environmental education legislation based on the study of the environmental education during compulsory education. This article mainly consists four parts:the first part is an overview, which discusses the definition and development of environmental education, as well as the function and its necessity; the second part is the analysis and summarize of the environmental education legislation experiences abroad; the next part is the exposition of our country’s current practice and legislation situation of environmental education; the last part is to put forward some suggestions for the legal system construction of school environmental education in our country.
