Petroleum-refining industry plays a very important role in China economy, in recent years China petroleum-refining industry has expanded very rapidly along with China's economic development. However with the soaring crude oil price and the restriction of the environment protection regulations, China petroleum refining industry now faces two main problems: the profit margin is shrinking, the environment protection pressure is increasing. Cleaner production concept can lead to optimize the resource utilization efficiently, it can avoid the occurrences of ecology damage and the environment pollution, and also it can offer high quality cleaner products to the society. So the cleaner production concept is an effective measure to assure the sustainable development of China petroleum refining industry, And to promote the harmonious relationship between the industry and the environment. By using the concept of cleaner production, the purpose of this thesis is to study how to improve the cleaner production technology level of the atmospheric and vacuum distillation unit.This thesis chooses SINOPEC Ji'nan company' atmospheric and vacuum distillation unit as the study object. The reasons choosing this unit as the study object are as the followings: one reason is that this unit is the initial unit in the crude oil refining process, to improve this unit's cleaner production technology can drive the entire refining process to implement the concept of cleaner production; the another reason is that the process capacity of this unit is the biggest in a refinery, there are many points of pollution sources, and the amount of the pollutants is remarkable, so implementing the cleaner production strategy in this unit can reduce the amount of pollutants created by the refining process dramatically.
