Public Participation In The Status Of Water Environment Management, Problems And Countermeasures

Along with the development of the economy, the environment problems are increasingly outstanding, among them the water environment problem is more and more severs. Water pollution has already become the main water environment problem in China. It is the inevitable trend that to solve the environment conflict by building public participation mechanism in the process of the development of most countries' environment policy and the environment law. This paper compared the difference between the main developed countries and China in the part of lawmaking, discovered that currently there are only general rules about public participating environment protection in Chinese environment protection law and be short of the concrete laws. At the same time, the paper analyzed the successful domestic and international case in the water environmental protection, discovered that the public participation and building non- government organization is one of the important experiences.Except that, the paper sorted and analysis the questionnaire data about the public participating Dian Chi protection in Yun Nan, found out one of the important reason why the government keeping on an investment on the item of Dian Chi protection while the result is not obvious is lake of public participation. At last, this paper pointed out the urgency of the public participates the water environmental protection and suggested that The Chinese government should build up and improve the public participate mechanism to solve the water environment conflict by drawing lessons from developed countries and combining the state of our nation.
