Government Environmental Protection Functions Of The Transition

The demand of government environmental protection management functions becomes higher and higher as the public environmental awareness enhancing and the international environment contradiction intensifying. Our government environmental management functions is not only an administrative functions but also a public management functions, it is necessary to both provide management and services. Sustainable development is promoted in the global era at present, so the mode of economic increasing is to be re-thought, and environmental protection management functions has became the economic growth of"double-edged sword". Our country has a complex environment issues. For example, lag production and life styles require faster development, but environmental carrying capacity is limited; inestimable value of the environmental is often overlooked because of the driving of economic benefits; government environmental protection management is in the wrong question, so functions should to be further strengthened, active and effective measures need to be applied.In the new stage, the party and government put forward the scientific concept of development in order to get faster and better development of economic and social. Environmental protection became the focus of government work. Facing complicated situation of the development position, national managers need to have sustainable development concept , persist to the detriment of economic growth either based on the interests of future generations, deepen environmental management, open up a new situation of environmental management. Therefore, the research of the government environmental management functions is of great significance, especially in the economy transition period. The new environmental problems are emerging, and the environmental change on the management functions should also be advancing with the times.This paper base on the status of China's environment (the natural environment and ecological environment ) protection. First this paper use market economic theory, sustainable development theory and government management theory as the theoretical basis, analyze the environmental protection management functions of our government's position, role and problems; Then it summarized and aggregate government environmental protection management functions systematically; At last it proposed measures and countermeasures, and those methods hope to play reference and draw role on adjusting and transforming functions of State Environmental Protection Department which is established recently.
