A Study Of The Management Of China's Sustainable-development-based Resources And Environment

Based on resources and environment, and aiming at man's necessities, the sustainable development involves every aspect of social activities. Yet in the long run and essentially, it refers to the sustainable utilization of resources and environmental protection. Therefore, the thesis focuses on the issue of the sustainable development in modern China in the two aspects of resources and environment.In the introduction, the thesis deals with the origin, situations and train of thought of the research into the issue. The thesis holds that both resources and environment are, in reality, related to each other, and that the environmental problem stems, to a great extent, from the development and use of resources. Although China has made enormous efforts to find solutions to resources using and environment protecting, and produced evident effects, the separation between them does exist in essence. As a matter of fact, China is taking the "pollute and control" road which developed countries did before, as to the environmental protection. The reason is that, instead of seeing the environment as the essential part of resources, and attempting to solve the environmental and ecological problems in the consumption of resources, our country has separated resources from environmental protecting, so that the protection of environment and resources does not go with the protection of environment and consumption of resources.The body is divided into three parts. The first part expounds the basic theory of the sustainable development and explains the goal, essence and connotation. In the second part, the two big problems resources and environment on the road of China's sustainable development are dealt with. The third part discusses how to resolve the problems of resources and environment and how to promote the sustainable development, including to establish the economic strategy, to strengthen the capitalmanagement of resources, and to develop, by making flexible use of the two means of the market mechanism and governmental control, the basic function of "the invisible hand" and the control of government regulations, such as establishing trading regulations of emitting pollutants, and reforming the pay regulations of pollution, in order to resolve these two problems of resources utilization and environmental compensation. Hence promoting thoroughly China's sustainable development.
