Effective Supervision Of The China Coal Mine Safety

The coal safety production is the essential contents in the scheduling of economic and social development, in carrying out the strategy of sustainable development, in government function of social administration and market supervision, and the basic requirements of the existence and development of coal mine corporations. Whereas, the coal safty production involves the complicated and linked relationships among multiple interest bodies, such as government,coal mine corporations and labors. For various reasons, the rights and responsibilities among them are unbalanced. Led by the national government, the interest bodies fail to realize the balance through cooperation and compromise. Safety accidents have been thus happening continuously. In my assay, the model of Coal Accident-causing Theory, from the angle of public administration, is established on the basis of Accident-causing Theory while comparing with the safety status of supervision and management both at home and abroad. Combined with the practice of supervision and management from central government to grass roots, the current problems in domestic coal safety supervision and management, and production is analyzed systematically with the example of which the advantages and disadvantages of it in Shan Xi teeming with coal is presented. Meanwhile, the suggestions of national coal safety supervision and management are brought forward, including inner constructions such as centering on the establishment of responsible government, enhancing the restriction system of its rights, continuously improving the coal safety supervision and management policy and pattern, setting up the safety production self-control system of coal corporation, increasing the mineworkers' consciousness of maintaining legal rights, as well as the outer environmental constructions such as strengthening coal safety culture of supervision and management, and the supervision of public opinion, etc. so as to further promote the development of coal safety supervision and management system.
