Research On The Problems And Countermeasures Of Dangerous Chemicals Safety Supervision For Xinzhou City

To strengthen supervision and management of safe production is a long-term and continuous process. Economic development cannot at any time be achieved at the expense of breaching security, and thus we must well recognize and grasp this 'red line'. However, the use range of hazardous chemicals has currently expanded to all areas of our lives. From 8.12 Tianjin Port Explosion to leakage accident of Ruixing Chemicals, safety issues have once and again tolled the alarm bell for us. Based on such a perspective, this paper has conducted an in-depth research on hazardous chemical enterprises in Xinzhou City through literature research method, survey study method, statistical analysis method and system analysis method, put forward existing problems in present safety supervision and detailed analysis, and lastly raised the specific countermeasures to solve the problem.Hazardous chemical manufacturing and operating enterprises in Xinzhou have been gradually developed since 2000, while related safety supervision from governmental departments has also been progressively initiated along with the rise of hazardous chemical enterprises. This paper has summarized existing problems in safety supervision from four aspects including industry development, practitioners, operation mechanism and emergency management, namely:ineffective implementation of main-body responsibility of production safety; relatively low vocational level of safe production; low work efficiency of safety supervision department; imperfect emergency rescue system. To make specific reason analysis from four aspects, the environmental factor of industry development comes first:enterprises' subjective consciousness to outweigh benefit risk than security risk; the tremendous contrast between real level of safe production and expectations of people; low illegal costs for enterprises. Secondly, the factor of practitioners:national security education during compulsory education hasn't been effectively implemented; follow-up safety training education of practitioners has basically become a mere formality; lack of strict constraints on practitioners. Thirdly, the factor of safety supervision system:multi-job and aged safety supervisors; a large amount of manpower and material-resource support demanded by safety supervision work; related production safety laws have lagged behind the industry development. Fourthly, emergency management:awareness of dynamic emergency management process hasn't gone so far; imperfect rescue linkage mechanism. Finally, the paper has proposed improvement methods, countermeasures and suggestions for safety supervision of hazardous chemicals in Xinzhou City through construction of safety supervision analysis model:firstly, strengthen management of enterprises and safe production process by resolutely implementing the people-oriented management philosophy so as to improve the comprehensive management mechanism of hazardous chemicals; secondly, perfect safety culture system and urge enterprises to establish safety culture assessment mechanism and thus hazardous-chemical atmosphere of intrinsically-safe enterprises through utilizing systematical management ideas in determining development direction of enterprise culture; thirdly, establish a professional hazardous-chemical supervision team through enhancing construction of team's comprehensive ability, hiring experts to assist in supervision, building a third-party coordination mechanism and improving joint law enforcement procedures; fourthly, set up an emergency rescue plan and electronic information network through constructing beforehand risk prevention and supervision mechanism, and perfect risk-based supervisory methods through determining frequency by corporate risk system.
