This paper describes the concept, features, theory and methods of modern safety management, focuses on the application of safety system scientific theory and principles of safety coordination in the safety management of modern enterprise, identifies the existing shortcomings of traditional safety management, and analyzes modern safety management methods and modalities in coal mine such as the safety objective management and the quantitative safety management, etc. In accordance with the principle of people-oriented, focusing on the impact of human factor to safety management in coal mine, the accidents are divided into four types that are called A, B, C, D. And the causal link and the system dynamics model are established by using the theory of systematic dynamics and modeling and simulating software that is called VENSIM. According to the actual need of the state of coal mine enterprises and the work of modern safety management in coal mine, the theory and method of occupational health and safety management system is used in the safety management of coal mine. And in the light of the PDCA cycle operational requirements of occupational health and safety management system, OHSMS in coal mine is established and the standardized procedures of safety production work are built from four aspacts which include standardization of institutions, standardization of safety technology management, standardization of education and training and standardization of disaster prevention and treatment. In this paper, OHSMS and performance evaluation of modern safety management in coal mine are combined. And with theory and methods of BP neural network, using the software-matlab6.0 as a platform, the performance level of modern safety management in coal mine is evaluated and forecasted so as to make the evaluation mechanism of safety management in coal mine perfect. Meanwhile, a application software-"modern safety management system in coal mine" is developed based on B/S mode with the intent of using the computer and network technolog to launch th work of safety management in coal mine. And therefore the informalized and modernized level of safety management in coal mine can be improved, and construction of intraisic safety of coal mine can be promoted.
