A Study On The Advance Forecontrol Management Mode For Coal Mine Safety

Coal mine is the main industry in China, two-thirds of our expending of energy source is from coal. With the increase of yield from coalmine, security becomes more and more prominent. Every now and then big & unusual accidents happen. Because of the Peculiar working condition of the producing process, there are more dangerous & insecure factors of coalmine industry than other kind of industries. The imperfect management of secure manufacturing brought many accidents. This big loss severely affected the stable running of coalmine manufacturing. The austere situation and the urgency & necessity is to improve our level of security management.In recent years, as a new research frontier of safety production management, safety forecontrol management includes the theories of hazard source identification, hazard source analysis, hazard source evaluation, hazard source forewarning and hazard source control. Hazard source identification, which identifies the hazard types and the hazard sources, is the Primary basis of the hazard source analysis and hazard source evaluation and the key to achieve successful hazard source management. This paper identified the hazard source by logic and fulfilled responsibility. Hazard source analysis and hazard source evaluation are mainly based on the nature of hazard source identification, to perform a thorough analysis and evaluation to every identified hazard source. The main task is to analyze the possibility of the hazard source, the consequences and the degree of lost. This paper used methods is operational hazard source assessment. Hazard source forewarning, based on crisis management theory, is to gather information status of the identified and evaluated hazard source factors, and to warn the enterprises of their production safety status. Using hazard source control measures reduce the hazard source possibility and the degree of damages.This paper expands just based on the above background. Contra posing the characteristicsof secure producing, guided by management theory of early——warning in advance,according to the new result of modern manufacturing management theory, by the statistic & coordination of the latest accidents, and based on the causes of the accidents, this paper bringsanew security management system Which can inspect, diagnose and early——Warn inadvance. This system intents to supply anew security management mode for secure producing, changing "disposing, afterwards", to "controlling in advance", removing the unsafe ingredients in the process of producing, 50 as to avoid the occurrence of casualty accidents.
