Ocean dumping is one of the main factors that cause the ocean pollution. Because of the damages on ocean environment caused by dumping wastes at sea, the international society has been making efforts to protect ocean environment since the World War II ended. Many international pacts, regional institutions and domestic laws have been made and carried out since the International Convention for the Prevention of Pollution at Sea by Oil was signed. These pacts, institutions and laws play important roles in management and control of ocean dumping. However, the international society has no uniform concept of ocean dumping and the existing institutions need to be improved in many aspects. Our country carried out REGULATIONS OF THE PEOPLE'S REPUBLIC OF CHINA ON CONTROL OVERDUMPING OF WASTES IN THE OCEAN in 1985. This is the beginning of China's management of ocean dumping. The correlative legislation and enforcement never stop in the past 2 decades. But these measures can not prevent the ocean from further pollution.Protecting ocean environment and controlling ocean dumping is no time to delay. This paper studies from the concept of ocean dumping and provides countermeasures based on existing institutions of ocean dumping. This paper also analyses the future trend of institutions on management of ocean dumping. And at the same time, the paper provides concrete countermeasures according to the faultiness of our country's institutions of ocean dumping.
