With the sustained economic development and the acceleration of the pace of industrialization and urbanization in the past four decades,the environmental problems in our country have become more and more serious.The contradiction between the human living environment and economic development has become increasingly prominent.Because of the disproportionate disequilibrium between economic development and environmental protection caused by the dislocation between human and nature,major environmental pollution incidents such as atmospheric pollution,river pollution,marine pollution,and soil pollution have occurred from time to time,and due to the inherent characteristics of the atmosphere and currents,environmental issues are also Showing regional characteristics.It is necessary to develop the economy and pay more attention to protecting the environment.This is not only the focus and ardent hope of the people throughout the country,but also the only way to achieve the Chinese dream as soon as possible and its righteous meaning.In the great journey of creating a nationwide low-carbon economy and a low-carbon society in China,revisiting the experiences of countries such as Europe,America,Japan,etc.,for regional environmental governance will undoubtedly have important implications for the development.This paper attempts to analyze the effective systems and governance measures of air pollution in California,governance of European Rhine River basin,treatment of leeches in Japan,domestic air pollution control,and water pollution control,and combines current environmental pollution in China.The institutional framework summarizes some systems that are worth learning from.The article is written through comparative research and theory-to-actual methods.The full text of the introduction and conclusion is divided into three major parts.The first part introduces the experience of the treatment of extraterritorial ecological environment,including air treatment in California,the European Rhine River Basin,and the treatment of flood damage in Japan.The second part introduces the experience of ecological environment treatment in the region,including domestic air pollution control and water pollution control.The third part mainly deals with the operational experience of regional eco-environmental co-governance policies and practices,which are summarized from the four aspects of collaborative legislation,collaborative law enforcement,collaborative justice,and legal compliance.
