Zero emission,means reducing of pollution emission and energy consumption limitlessly. State proposed the goals of energency conservation and pollution reduction according to the codition of bad source and environment.The chemical industrial faces to the huge challenge,and have to approach the Zero-Emission to get rid of the pollution.This article indicates the way of zero emission- Eco-Industrial Park and planning and instruction principle of Eco-Industrial Park based on summary of experience and technology of zero-emission home and abroad,sustainable development theory,recyling economy theory,ecological economy theory and transaction cost theory.During the planning,follow the below principles as the recyling economy theory,science and technology,green management,natural imitation.This article know SCIP's achievement of planning and instruction phases and analysize the advantage and weakness by field survey and investigation,Collection of lots of data/information.the recycling economy system of 3 R principle and five integrating concepts is positive,but some problems need to be improved like confusion of responsiblities,insufficient of supporting.SCIP need to improve the recycling economy concept, economy system rebuilding,evaluation of performance to make sure the achievement and complete the zeo-emission system.Zero-Emission is not only the development way of SCIP,but also the way of state industrial park in the future.
