| National autonomous areas are the places where the natural condition is relatively complex and the ecological environment is fragile in our country, and there are more natural disasters over there. The social impact from frequent natural disasters is very serious to national autonomous areas with fragile ecological environment, backward economic development, and the weak ability to resist natural disasters. National autonomous areas don't attach enough importance to the harmony between people and nature at the same time of economic development, so the fragile natural environment get further injured, and the frequency of natural disasters is higher than the past. Natural disaster in terms of the ethnic autonomous areas is not only one of the obstacles in the course of economic and social development, but also the important problems of the survival and long-term development of national autonomous areas. However, the current studies of emergency management are mostly from a macroscopic angle of the government administration or the general level of urban management approach, which would be difficult to apply to national autonomous areas with the enormously different natural geographic environment and the complex social and cultural environment. Therefore, it is an urgent task to establish suitable and effective emergency management system of natural disasters in autonomous areas, in order to effectively prevent, respond to, resolve and eliminate all kinds of crisis caused by natural disasters.This paper, "the study of the capacity of national autonomous local government responding to natural disaster management", based on the background above, attempts to combine public management, particularly the theory of crisis management, analyzes the lessons learned and the issue exposed when the current autonomous areas deal with natural disasters, and put forward suggestions for improvement. This paper is divided into five parts. The first part is introduction which consists of three parts, separately clarifies the meaning of this paper's topics, studies and innovation of this paper, the weight problems and studying methods. The second part, which is the content of Chapter I of this paper, elaborates the basic theory of the public emergency and government emergency management, and the concept of emergency management of natural disasters. The third part is the content of Chapter II, which expounds the situation of natural disasters of national autonomous areas and their social impact. This part is also divided into three parts, which separately clarifies that national autonomous areas are prone to natural disasters in our country, and analyzes the reasons and the social impact of natural disasters of national autonomous areas. Part IV is the content of Chapter III, that firstly summarizes the current mechanism for local governments to deal with natural disasters, in the latter identifies the existing problems. Part V is Chapter IV of this paper, but also the focus of this paper, which puts forward the way to strengthen the management of natural disasters for autonomous local governments. This part launches separately from eight areas after analyzing the necessity and feasibility of strengthening the ability to cope with natural disasters. First of all, national autonomous local government should strengthen the awareness of the importance of emergency management to deal with natural disasters, then scientifically design organizational system of emergency management to natural disasters, then set up and perfect the mechanisms, including improving the mechanism of information monitoring and early warning, streamlining the starting process responding to natural disasters start, improving the ensuring mechanism of succoring supplies, improving and strictly enforcing the accountability system, setting up emergency management linkage mechanism that covers the entire society. Finally, it's necessary to improve the level of the legal system of emergency management of natural disasters as well as a good degree of autonomy. |
