Study On The Emergency Management Of Sudden Natural Disasters In Street Offices

Natural disasters are a major threat since the birth of human society. With the continuous development of human economic and social harmfulness, secondary and derivative disasters are also increasing. China is one of the countries that most be affected by natural disasters, especially when natural disasters and accidents occurred frequently in recent years, due to the effect of certain economic activities and social development, but they also produced some contradictions of social management that not be allowed to ignore. Therefore, government should establish scientific and effective natural disaster emergency management mode, to prevent and respond to natural disasters and to promote the development of social economy, to protect people’s life and property security, to maintain the social stability harmonious. With the rapid development of economy and society since the reform and opening up Chinese, construction of emergency management system has been gradually established and perfected, the sudden natural disaster response disposal gradually accumulated lots of practical experience, but compared with the national, provincial and ministerial level departments to deal with emergencies, there are still some shortages on the response to the incident.This paper mainly uses the method of literature review, questionnaire survey, case analysis and other research methods, the corresponding research result should be combined with the current social situation, and one street of Beijing as an example to do a systematic study on the sudden natural disaster emergency management of the streets office. The author read a large number of domestic and foreign emergency management literatures and journals, carefully analyze the emergency management system of USA, Japan, Australia and other countries, summarize the foreign advanced experience and practice of emergency management before writing this paper. The research work contained to ask 1000 people and 100 emergency management personnel to do a survey about the emergency management of sudden natural disasters in Beijing Street office. After combined with the situation of the three rain storm in Beijing recently, the author pointed the shortage in the ideological understanding, hidden investigation, emergency preparedness,emergent command, warning issued, rehabilitation disposal, lack of publicity and education etc. Finally, combined with the Central Committee proposed to strengthen the social management, the implementation of Grid work, the promoted social service grid management system construction in Beijing and the wisdom of the community construction practice, the paper put forward three basic principles to deal with unexpected natural disasters emergency management office of the streets, and give some advice from the pattern innovation, emergency management, ideological construction, application of science and technology process management, security system, standard, performance evaluation, social participation and other aspects.
