Evaluation Of One-way Traffic Management Program For Urban Roads And Public Opinion Surveys

Along with the fast economic development, especially the urban economic development brought by the reform and open up policy, the quantity of vehicle has swiftly increased; traffic jam and chaotic condition of the traffic order in big or media-sized cities have become more and more serious. However, because of the high construction cost of newly built path, the enormous removal quantity, as well as the limited financial resources, it is invalid to only dependent on the construction of new road. Therefore, how to improve the existing road capacity and alleviate traffic jam has been an important project in front of us. As a simple and effective traffic management measure, one-way traffic has been widely used by many Euro-American countries and Chinese cities because of its advantages of improving road traffic capacity, raising running speed, reducing delay and so on. Based on the analysis for the urban road transportation problems in our country, combining the research of one-way traffic in and abroad, according to the basic theories of traffic engineering and the transportation plan, starting in terms of system, this thesis has carried on the research on one-way traffic theory, the evaluation for one-way traffic system program, the public attitude to one-way system and so on. The main contents have the following several points:According to the theories of traffic engineering and transportation management, one-way traffic theory was summarized; the exploitation conditions as well as advantages and disadvantages of one-way traffic have been analyzed.According to the principle of evaluation index selection of traffic management program, utilizing systems engineering theory and method, besides adopting traditional technology target and the economic target, the appraisal for the effect of implementation of one-way system has creatively integrated public mind into appraisal category, elaborated the necessity and the important function of public participation in the scientific policy-making, and run through the synthetic evaluation method.Take the example of one-way traffic system in 121 avenue-University Road, Kunming, based on the massive traffic surveys, the microscopic target of after/pre-implement of one-way traffic have been contrasted and analyzed. Using transportation planning software TransCAD, O-D matrix estimation technology and traffic assignment in transportation analysis theory have been applied to the project design and the test, and then the change in region transport network which is brought by one-way traffic has also been analyzed.Through statistical analysis to the questionnaire survey results from residents, taxi drivers and merchants, influence and changes brought to this area by one-way traffic have been appraised overall. Transportation technical target and the opinion survey results have been compared, and then the possibility analysis is made for the reason of this kind of situation.
