Dalian Maritime Surveillance Law Enforcement Terminal Project Feasibility Study

With the High-speed development of marine economy in China, exploitation and utilization activities of marine resources become gradually increased, the maintenance of marine normal use of the order is also becoming increasingly important. According to the Arrangement of the State Oceanic Administration, China ocean monitoring Corps launched nationwide Activities of the "Sea shield special enforcement action" and "Sea monitoring of law enforcement demonstration", it has played a positive role in standardized coastal city use order, protected the marine environment and promoted the development of marine economy. Dalian ocean monitoring law enforcement agencies have achieved remarkable results under the correct leadership of relevant government departments. At the same time, the lack of enforcement hardware seriously constraints the quality and efficiency of its work to further improve. In order to better carry out the mission, China Sea Monitoring needs urgently to build their own terminal in key areas of law enforcement. The building of terminal in Dalian city will help to promote marine supervision and law enforcement around the Bohai and north of Huanghai area, help the safety management of shipping, help to save the management fee of shipping, help the maintenance management of shipping, and help the management of shipman.The paper takes Bohai maritime surveillance and enforcement as the original focus to discuss the need for the construction of Dalian maritime surveillance port and analyzes the feasibility of this construction project through engineering theory and technical methods, including engineering feasibility, economic viability, environmental adaptability analysis and engineering support analysis. Analysis of the project feasibility reveals the best integration point in the aspects of technology, economy, environment and engineering support and provides a scientific basis for the maritime surveillance port construction.The paper is divided into six chapters other than preface text:ChapterⅠ:Based on the overview of our country's maritime surveillance and enforcement along with the underlying problems, the paper demonstrates the importance of strengthening the maritime surveillance and enforcement. Meanwhile, it gives an overall analysis of the theoretical source, policy warranty and practical basis of the Dalian maritime surveillance port construction; it also clarifies the main significance and objectives of this construction project ChapterⅡ:The paper presents the concept, role, content and method of feasibility analysis by means of empirical study on the basis of feasibility analysis theory and technical methods. The theoretic foundation of applying the feasibility analysis to the construction project of Dalian maritime surveillance port has been established.ChapterⅢ:Considering the construction conditions, the project general layout, auxiliary supporting construction projects in such areas as law enforcement supervisor of Dalian harbor terminal facilities drawn from the analysis of technical feasibility, the harbor where enjoy an ideal geographic location, facilitate law enforcement vessels to move into sea waters under the jurisdiction of law enforcement duties. There are good natural conditions, convenient transportation, building technology infrastructure and the social environment. Therefore, Dalian Bay has a rare quality to be built for the ripe conditions of the external collaboration.ChapterⅣ:While bring a certain degree of indirect economic benefit, the project of Maritime surveillance of law enforcement terminal has significant social and maritime law enforcement effectiveness, from the analysis of economic feasibility. Local economic development and social stability have a positive impact as well.ChapterⅤ:The environmental suitability of the project is demonstrated, comprehensively considering the geographical and hydrological characteristics, sea pollution and so on. Then appropriate environmental protection measures and energy-saving program have been proposed.ChapterⅥ:The port construction supervision of the project, economic and social feasibility, and environmental suitability analysis conclusions is summarized.
