According to the deployment of the “Development and Construction Plan of Shandong Maritime Safety Administration”,a maritime enforcement ship wharf will be built in Shidao Port in order to improve the capabilities of maritime traffic management and search and rescue.However,the unique geographical location of the port area,the entry and exit of a wide variety of ships,the harsh weather conditions and the complex navigation environment have brought varying degrees of difficulties to the construction of the wharf project.Carrying out risk management in wharf construction project during the preparation and implementation stage can reduce the project risk losses and maximize the interests of the project construction.On the basis of mastering the relevant theories of project risk management at home and abroad(including the application of theories in wharf construction projects),combined with the actual situation of the Shidao Port maritime enforcement construction project,this thesis aims at providing guidance on the risk management of the wharf construction project.Based on the background of the Shidao Port maritime enforcement wharf construction project,and supported by domestic and foreign research,the thesis introduced screen analysis method to describe the key risks of project status identification,and used hall’s threedimensional structure to identify project risks from three dimensions of knowledge,logic and time.Combined with the characteristics of analytic hierarchy process and gray clustering method,the two methods are combined and applied to the risk assessment of the Shidao Port maritime enforcement wharf construction project to evaluate the risk of the project to determine the risk weights of primary risk and secondary risk and the index weights of each risk factor.Finally,according to the various risk levels determined by the terminal project construction and the risk control measures,a risk response strategy table is formulated for the Shidao Port maritime enforcement wharf construction project.Four strategies of risk avoidance,risk mitigation,risk transfer and risk retention are used to deal with the risks of wharf construction projects.This thesis combines the theory of risk management with the practice of wharf construction project and explores the method of project risk management to solve the problems in the process of wharf construction.It provides theoretical basis and method guidance for the smooth development,implementation and use of wharf construction projects,and also provides a good reference for the risk management of such projects.
