As the world energy crisis intensified, bringing the sustained higher oil, coal prices and intensifying environmental problems such as global warming, local weather anomalies. All the countries around the world mark the development of new energy as the focus of future. Seeking clean and efficient renewable energy is a top priority. This work includes about several elements:This paper describes a way of wind and solar power generation system design and brief introduce principle and structure of the system, composition of various parts of the system, the development of domestic and foreign characteristics and trends of wind and solar system.Second, a study designed to ensure that the capacity of the system design method of matching and use this method to establish a mathematical model of fan, photovoltaic cells, battery. According to the model programmed a calculation procedure for fan, photovoltaic cells, battery selection by VB and Matlab. Ensure that the choice of fans, photovoltaic cells, power storage battery can be used in designing areas to provide stable and reliable load energy source.Then, the system control chip is selected the PIC16F877 chip series control chip, and used the EWB circuit simulation software to design the AD sampling circuit, the battery charge, the discharge control circuit and system interface circuit. EWB software aids in the control system hardware design.Finally, combination of various parts of the established mathematical model of the system to design the actual system, a variety of control strategies in the form of simulation is used to study the control effect of the PID control, PID control and fuzzy in wind and solar system. The simulation results show that the fuzzy PID can better control for the system, but the relative increase in demand for computation, to be added the PC computer PID parameter calculation and monitoring procedure programmed by VB to meet the computing needs of the system. This makes the controller can operate independently, but also by the host computer in real time adjustment of PID control parameters to run. That's guaranteed the system dynamic follow and increase the wind and solar controller's performance.
