Research On Water Resource Management In Resource-saving And Enviroment-friendly Society Construction In Changsha-zhuzhou And Xiangtan City Group

As an experimental zone for comprehensive reform of the national resource-saving and environment-friendly society construction, Changsha, Zhuzhou and Xiangtan City Group, has been charged with reform, innovation and providing experience for the nationwide water resources management. Base on the domestic and international experience in water resources management, this paper analyzed the water recourses problems in the construction of two-oriented society to research the development strategy of water resources management and bring out the countermeasures of water resources management and policy recommendations to Changsha, Zhuzhou and Xiangtan City Group. The main studies and conclusions carried out in this paper are summarized as follows:1. This paper researched and defined the new demands about water resources management that the construction of two-oriented society in Changsha, Zhuzhou and Xiangtan City Group brought out. By analyzing the status of water resources, this paper pointed out the water resources problems incompatible with the construction of two-oriented society, and also analyzed the problems on the management level.2. This paper analyzed the typical cases of water resources management of United States and other Western developed countries and some advanced management institutions of other domestic city groups, and the following experience was summarized to refer to by the water resources managers of Changsha, Zhuzhou and Xiangtan City Group : improving state and local legislation, attention to the preparation and implementation of the planning, improving the management system of water resources, establishing coordination mechanisms at different levels, and intensifying the work on the water resources protection and water pollution control .3. With the goal of resource-saving and environment-friendly society, this paper studied of the development of water resources management strategy of Changsha, Zhuzhou and Xiangtan City Group, and brought out the recommendations about the development strategies. In this paper, the countermeasures are as follows: (1) To further build a new system of water resources management;(2)To construct of a complete hydraulic system in Changsha, Zhuzhou and Xiangtan City Group and the new district;(3) To improve of various safeguards to ensure the smooth implementation of development strategies.
