| This dissertation makes a research on full life cycle management methods of shipequipment based on value engineering, in the context of resource-saving andenvironment-friendly society. Compositing the theories and methods of valueengineering theory, full life cycle management theory, the two types of societyconstruction theory, risk management and early warning theory, equipmentperformance evaluation theory, and human resource management etc, it makes aredefinition of asset value and personnel value of ship equipment management. And itbuilds the analysis and evaluation model and the risk early warning model of assetvalue and personnel value of ship equipment management.In this dissertation, ship equipment management is divided into two parts, theassets value management and the personnel value management. In the part of the assetvalue management: First, in the context of a resource-saving andenvironment-friendly society,a redefinition of the asset value of ship equipment fulllife cycle is made. It gives a new meaning of cost management and performanceevaluation in the management of ship equipment full life cycle. Then it discusses thetheoretical basis, analytic methods and computational model of resource-saving costmanagement and environment-friendly performance evaluation. Finally, based on theprinciple of value engineering, analyses and discussions are made on the asset newvalue management of ship equipment full life cycle.In the part of the personnel value management: First, the equipment supportpersonnel value is redefined based on the classification and characteristics ofequipment support personnel. And the concept of personnel value becomes an organicunity of the post value and individual value. Second, in the quantitative method of thepersonnel value, traditional position function evaluation and personnel performanceevaluation are integrated. The analysis methods and evaluation models of postfunctions and personnel performance, along with human cost estimation model, arediscussed. Then based on the theory of value engineering, the new quantitative modelof personnel value is put forward, followed by an example that makes specificinstructions for the model.In the management process of ship equipment, it is inevitable to face a variety ofrisks. And these risks have a noticeable effect on the formation and improvement ofequipment asset value and personnel value. So first of all, based on the previous new definition for asset value and personnel value, the definition of risks on the asset valueand personnel value is also redefined. Then, the effects and mechanism of risk earlywarning for the value of ship equipment is discussed. The basic principles of riskearly warning method and the construction method of the early warning system areanalyzed. Finally, from the perspective of risk identification, risk early warning andrisk control systematic discussions on the building processes of the early warningsystem of asset value and personnel value are taken respectively. Through those, therisk early warning model is built. Ranking the risk factors, then giving reasonable riskcontrol methods, these are significantly important to enhance the ship equipmentvalue. |
