Da-Qin Railway is the first double-track and Electrified Railway for running heavy-haul unit trains in china, which plays an important role in the coal transportation from west to east.it was first put into use in 1998.Freight volume reached 100 million tons in 2003, and the number reached 200 million in 2005 and 300 million by the end of 2007, making a significant contribution to the the national economy. With the Leaping Development of the railway industry, it will make a big significance to the modernization of china railway industry to increase the Da-Qin heavy-haul railway freight volume and to build it into a Exemplary and typical porject. Now it's a big challenge to fulfill the goal of 400 million freight volume, because the large investment spent enlarging capacity of heavy-haul and the lagging technology that cannot meet with the increasing demand, Hence, we should focus more on the study of software to realize that goal.In this paper, after a deep research into the characteristics of Da-Qin heavy-haul railway, compared to the comprehensive analysis of heavy-haul equipment and transportation organization mode in the United States, Canada, Australia, Brazil, a initiative transportation organization mode is put forward. Around the goal of achieving 400 million tons, this paper researches deeply into the details of short and long term transport equipment configuration, the source of freight and the freight flow on the Da-Qin heavy-haul railway. The contral part of this paper is the research on the planning of the freight resource and flow and the adaptation of the capability about collecting and distributing from three parts, adaptation of loading capacity, adaptation of unloading capacity and adaptation of transportation channels. And then, this paper provides a optimized method in terms of the current problems of locomotive and vehicles.
