According to the characteristics of the ball-rotor and pellet, the principle and structure frame of the ball-rotor with variable moment of inertia are first put forward, the work speciality of this new delay arming device in small caliber fuze are analysed and studied in this paper. The startup condition and rotating mathematic model of ball-rotor, with variable moment of inertia, are built up on the basis of the ventage fluid theory of pellet in centrifugal effect and rotating theory around fix point of ball-rotor. And also the actual simulation is made.. In terms of the principle of the ball-rotor, with variable moment of inertia, following the requests of the ground type fuze, a blue print of small caliber fuze suited to projectile whose caliber is M18 is presented initially in the paper. On the basis of this scheme, the speciality of ball-rotor's rotating startup, and the rotating rule are studied, the correlative factors to affect the kinetics speciality of the ball- rotor with variable moment of inertia are also analysed in the paper. The numeric simulation and graph simulation of delay arming distance of the ball-rotor with variable moment of inertia confirms that the ball-rotor with variable moment of inertia is an effective and promising way to solve the problem of the small caliber fuze delay arming.
