The development status of terminal guidance rocket briefly described, and the research present situation of the fuze safe and arming device is also introduced. Based on the analysis terminal guidance rocket service treatment environment, launching environment and trajectory environment, implementation of redundancy safety was presented using set-back mechanism overload and time window as the first environment stimulus of the fuze safe and arming device action and using guidance information as the second environment stimulus. Contradiction between service treatment under the condition of low rocket set-back mechanism overload and reliable arming at launch was well solved by using acceleration integrating device to identify service treatment environment and launching environment.According to main technical requirements of certain terminal guidance rocket fuze safe and arming device; the security and reliability design theory of terminal guidance rocket fuze safe and arming device is discussed. The design features of security system is analyzed and working principles is introduced. The design of setback safety and arming device and electromechanical safety mechanism was carried out. Analysis of fail-safe was proceeded. The main parameters of safe and arming device were given. The rule to select design parameters in low launch overload position is summarized.Dynamic simulation and safe and arming device experimental study were developed. The experimental scheme was designed, verification test was done. The main performance parameters of safe and arming device satisfied the design requirement as experimental data illuminated.
