Compared with developed countries , the power factor of electric net in most cities and villages of China is very low. Especially when lots of inductive fecilities are applied , the supply capability of electric net will be sharply declined. Therefore to increase the power factor and transmission efficience of electric net becomes an important research direction in electric system. The intelligent measure&control instrument used in DA(Distribute Automation) introduced in this paper is an informal market product designed for the purpose described above . the measure&control instrument calculates the power factor of the circuit by measuring the variaries of paramenters of electric net ,then compared with the given value of power factor it will control the outputs which determine wether to open or to close the capcitors to improve the power factor of electric net dynamically. Equipped with RS-485 serial interface ,the measure&control instrument can communicate with upper computer and make remote measuring .controlling and communicating true. In the case of unexpected power-off incidents the main controlling chip can write IK byte words into a memorizer called AT24C08 by I2C bus,thereforc the important parameters of the electric net period of time before the incident will be recorded. The measure&control instrument can also display vararies of parameters of electric net by LCD display.
