This paper present a new approach of unattended substation voltage and kactive power synthetic control with the consideration of most of our main OLTC taps, ate changed manually, and some fluctuate unnecessarily, we take reliable PLC which take place of the traditional relays and voltage controllers as the machine processing the data for the substation. Use Personal Computer for substation monitor, in light of series communication between PLC and PC, reflecting the operation information of substation. In the last part, this article also propose fuzzy control and ANN for fuzzy identification and fuzzy decision, take all the relative factors into account, to minimize the OLTC tap-chapger's operation times and optimize the reactive power.
