The voltage is one of significant targets in measure the power quality, and affects the security and stability of the power system, therefore ensuring the voltage qualified is the important condition of power supply with high quality and security. The voltage is related with reactive power closely, the reactive power is the significant factor in affecting the voltage value, as well, reactive power is the significant reason of the network power loss. So balancing the reactive power locally in different layer and partition is the key method to reduce the network power loss and ensure the voltage qualified.The voltage and reactive power synthetic control is for the purpose of improving the security and economic benefit of the whole network, it utilizes all kinds of reactive power compensating equipment and voltage regulating equipment fully and reasonably, and coordinates their operation in order to ensure the voltage quality and reduce the network power loss, while reserving abundant reactive power margin for urgent accident to keep the security and stability of the power system. So, the substations in different level of power system take a heavy task on regulating the voltage and reactive power. The voltage and reactive power synthetic control in substation(VQC) utilizes the load ratio voltage transformer and shunt compensating capacitors in substations, automatically regulates the voltage and reactive power locally to ensure the bus voltage on load side in prescribed limit and make the power factor on system side approach 1. The VQC device has become the essential equipment to ensure voltage quality and balance the reactive power by coordinating the operation of the load ratio voltage transformer and shunt compensating capacitors.At the angle of control theory, the voltage and reactive power synthetic control is an optimum control problem with multi-limit and multi-target, the electric variable in the power system is restrict with each other, the relationship...
