The simulation model of the inter basin water transfer describes the water resource systemsand the project schemes with different combination of nodal point and connecting line . It adoptsthe standard network to fine the solution ,so it is a powerful tool and an excellent method for thelnter basin water transfer planning .In this paper ,a computer simulation model for water transfer system is set up according to theproject of transferring water from the North to the South in Songhua and Liao river basins in north east China. American multipurpose river basin simulation model MITSIM is used for reference .To a certain Extent the model is a computer model in common use .It is suitable for Chinese standard with "date driving ,module assembling ,menu operating". This model consist of three parties as follows :1. river simulation model.2. Main river simulation model.3. conomic analysis model.This model has mainly four peculiarities as follows:1. he method of large systems resolution , assemble and gradational development is used ,therefore , the dimensions of the calculation program is reduced.2. Comprehensive utilization node is used to avoid the disastrous due to magnanimous nodes.3. The method of joint operation and compensation is used in five reservoir's operation.4.1n order to priority meet the water needs of Songhua basin and transfer more water to Liao Basin, in main river model " limiting line " method is used to operate reservoirs.
