Along with the development of social economy and the large number ofpopulation growth, water resources has become to be one of the important factorsfor development of a region sustainable. Especially for one of the national severewater shortages in Yunnan province, so clean water becomes very valuable now.However, because of time and space distribution of water resources and waterpollution, it caused parts of Yunnan province relatively abundant water resources, andin some areas, it is relatively scarce. To alleviate the contradiction of water supplyand demand, and rational allocation of water resources further, so Inter-basin watertransfer project is imperative. In recent years, with the implementation of the mediumwater diversion project, the water situation of intake area and the Lake waterenvironment are obviously improved. At the same time, in order to ensure thecontinuous operation and the late management maintenance engineering, the problemof ecological compensation in river basins need to be solved.This paper base on the combination of quantitative evaluation and qualitativeevaluation, through investigation research and analysis on Zhangjiuhe, Qingshuihai,Niulanjiang, Erhai lake diversion project and Fuxian lake water transfer project, andcombined with the engineering information about the ecological compensation,meanwhile, in view of the present water diversion project in Yunnan province, towoke out the across the river basin ecological compensation mechanism, in thatway,not only for the continuous operation of the project and the late managementmaintenance guarantee, but also provide new train of thought for the river basinsustainable development of population, resources and environment provide. The mainresults of the thesis are as follows:1. ZhangJiuHe diversion water quantity of main forest compensation fees for219million yuan, and limit development compensation fees average is about1.482billion yuan, besides that, water pollution prevention and control of the compensationfees of0.32million yuan, wtat’s more, water conservation compensation fees for0.21million yuan, Other potential compensation fees for0.95million yuan, last but not theleast, taking tapping water fee is1.074billion. Niulanjiang-Dianchi lake filling waterengineering main forest ecological compensation costs about1.101billion yuan, after that, ecological compensation fees for600million yuan intake area.2. Combined with case analysis, find that the inter-basin water transfer projecton the ecological compensation have existed the following problems: First of all, theecological compensation way of money compensation, in-kind compensation, policycompensation and compensation of the project. But it is all belongs to the governmentcompensation, and it is also relatively single. In addition, ecological compensationfees gap is bigger between water source area and intake area. So,the currentecological compensation mode can’t meet the project after the late operation andmaintenance management, secondly,water source area caused by water to reduce theproblem of the ecology, environment, economy and society is more and more serious.Mainly for the non-point source pollution is serious, what’s more,seriouscontradiction between social and economic development and water protection, finally,lake ecological environment seriously damaged.3. Preliminary establish ecological compensation mechanism in Yunnaninter-basin water transfer frame. The mechanism of main components are divided intohigh quality water source、compensation subject、assessment team and relevant policyrecommendations. Analyzed the mechanism of the relationship between the elements,and evaluation team identified a core role in the mechanism, Finally,coordinatingstakeholders should be strengthened、Formulate reasonable calculation method andrelevant incentive mechanism、 Strengthen the supervision of compensationmechanism.
