This paper introduces the process of transportation planning, and discusses the classical equilibrium model intensively and systematically.This paper analyzes urban transportation network, traffic assignment models, standard user-equilibrium model and system-optimal model. And gives the differences and connections of user-equilibrium model and system-optimal model. The paper points out the disadvantages of the equilibrium model, and discusses the schema respectively according to different situations. When the interaction of links is asymmetric, the equivalent model is difficult to present, so the paper changes the algorithm, and applies the new algorithm in the Urban Transportation Plan of Dan Dong. The actual action is considering the factor of delay in the intersection when calculating the link travel time.
