The power industry of China is going to establish a market-based operational mechanism which makes a feature of separation of generation and transmission management, competition before supplying and open access . In electricity market the problem of pricing and performing management is an important problem which concerns the interest of all sides, including generation, transmission and customers. While the beginning of marketization of electrical power in China is later than other developed countries, there are many problems about power marketization needing resolved. Especially in ancillary service market, they are far from other developed countries in scale, construction and operating process .Based on competition principle, the method presented in this paper allows power network to make free choice of AGC generation, which forms an improved competition model. The distribution is optimized by genetic algorithm and 0-1 programming algorithm.In this paper, firstly, we have made many researches on position about electricity market at abroad and home and analyzed the good experience of developed countries especially in ancillary service market. We have studied the situation of electricity marketization in our country and presented two math models after our country would have performed electricity marketization in the term of our country' s situation and the electricity policy. On the course of setting up math models, strict conditions are the keys of resolving the selection of AGC units . For these two strict values, we have given the resolving method. About the first math model, we adapted integer programming algorithm to resolve. Because the second math model belongs to nonlinear programming problem, we adapted generic algorithm. At last generic algorithm is well compared with integer programming algorithm in method step and method principle.System operators only have gotten the results of selection of AGC units and can' t see the regulating process of AGC units. For this utility, we have given a viusalization method of regulating course of AGC units. On the base of previously theory, we have developed a simulation software by ourselves which has reflected vividly the working process of selected AGC units. System operators can grasp the all units' states in global and by the simulation results they can make out correct the dispatching method , improve the performance of whole power system and decide rightly the quantity of units which can satisfy the load requirement of current power system.We have handled the datum of AGC units of north-east power network and by the method in this paper, we can find the optimal value of practical problem. From this example , we can know the correctness of the resolving method of previous two math models.
