The power industry of China is going to establish a market-based operational mechanism which makes a feature of separation of generation and transmission management, competition before supplying and open access .In electricity market the problem of pricing and performing management is an important problem which concerns the interest of all sides, including generation, transmission and customers. While the beginning of marketization of electrical power in China is later than other developed countries, there are many problems about power marketization needing resolved. Especially in ancillary service market, from the research of the deployment of AGC unit in the electricity market ,set forth the mathematical model with Changes in the capacity of AGC unit, discusses the use of GA as the exploration of nonlinear mixed-integer programming problem,and also has been improved the traditional GA.In this paper, firstly, we have made many researches on position about electricity market at abroad and home and analyzed the good experience of AGC ancillary service market, thereby having a comprehensive understanding of existing generating ancillary services market framework and the specific algorithm. On this basis, bring forward the deployment framework of AGC under China's electricity market. Secondly,issue the deployment of AGC of China's power market, put forward the mathematical model with diverse capacity of AGC. For Several of the basic elements of this model: the objective function, the analysis of inequality constraints, therefore clearly defined the problems that need urgent solution. Explore the use of the genetic algorithm for the nonlinear mixed-integer programming problem.Finally, the paper proposed AGC simulation algorithm, the genetic algorithm has also been improved, to speed up the convergence and improve its ability of overall search's capability. In practical examples of simulation systems at the same time.Also discusses the selection and adjustment of the GA parameters in examples of simulation of practical systems. By calculation, the article is feasible.
