To build a freeway, programming is a central prophase job. And, during the expressway construction, it is also an important means to avoid the randomness. blindness and repetition of the decision and road nets layout. In this paper, the theories and methods of freeway programming, especially the layout optimization of the freeway, are studied and applied to the expressway planning and evaluation for Zhanjiang city. Firstly, some basic information of the freeway programming is introduced. Then, two theory architectures, popularly used in our country, are analyzed. At the same time, how to produce the important degree of nodes and get the connection and compounding of lines is developed. And all of methods, mentioned above, give a new idea to the superhighway planning. Finally, the planning and evaluation software for Zhanjiang city is presented. The detail work, done in this paper, is listed as follows:(1) The four-phase model and the macro-control methods are studied. On comparing the two theories and combining the practice, the macro-control method is chosen as the foundation of the paper's theory system.(2) The comprehensive fuzzy assessment method is developed. By combining it with LOWA (Linguistic Order Weighted Aggregation) operator, a new one. which is employed to produce the node important degree, is proposed in the paper.(3) Methods of the route connection and compounding in the road nets are carried out. Especially the dynamic programming method is studied. Simultaneously, its mathematic programming model is built and the relevant algorithm also given.(4) Freeway planning and evaluation for ZhanJiang city is analyzed, designed and developed. And, according to the economic, technology, environment, society and comprehensive evaluation results, the best route plan can be offered.The programming result shows that the algorithm, which is used in the freewayplanning and evaluation for Zhanjiang city, is effective and credible, and that the layout method based on the important degree of nodes is good enough to be applied widely.
