The purpose of research on transit network equilibrium is simulating and reproducing the flow distributing through some mathematics programming models and corresponding algorithms, which provide a basic tool that is more suitable to reality for further transit network design. At present, the basic problem of transit network equilibrium is to build a type of non-linear optimal model and design an effective algorithm.The idea of research is how to put those effective algorithms on road network equilibrium model into transit network equilibrium. Through analyzing the research results of Lam and using mathematics programming method, this paper produced a mathematics programming model which is equivalent to stochastic user equilibrium model basing capacity restraint transit network, and the explanation on equivalence and the only result are given, then implementing the algorithm through mending Bell' s algorithm, finally a common example is given and analyzed, and the result is proved reasonable. The conclusion of research shows that it is practical to discuss the transit network equilibrium on congested network in terms of SUE.
