Rapid developments in urbanization and economics in China have led to corresponding increments in urban populations and auto ownership, whose speed of growth exceeds that of urban road and transportation infrastructure. The unbalance between transportation supply and demand has become more and more conspicuous. Conventional supply-side strategies such as road capacity expansion have been less effective in reducing traffic congestion. Increasing transportation economists, engineers and policy-makers are now realizing the importance of transportation demand management (TDM) and public transportation management. This paper focuses on the strategies of public transportation management and proposes a stochastic equilibrium assignment model for mixed transportation network with transit lane. An iterative algorithm is also put forward based on algorithms developed by former researchers. Finally, a numerical example based on a complicated urban transportation network with 8 nodes and 11 links is given to show that the proposed model and solution algorithm are rational and effective.According to the simulation, the establishment of transit lane and appropriate transit ratio in users choosing transportation method can decrease the total network transportation cost and ameliorate the urban congestion. For example, when the transit ratio is 40%, stochastic user equilibrium assignment in network with tranit lane can cut down the total network transportation cost. In the meanwhile, the number of congested links is also reduced. However, it is also can be drawn the conclusion that transit using ratio management is essential. Too low or too high of the transit using ratio will lead to increment of total network cost. The model and solution algorithm proposed in this paper can be applied in research on urban mixed transportation network system which will provide reliable fundamental in urban transportation network system planning.
