The project is supported by He Nan Province eminent elite innovation fund.It will be imperative to adopt the no stop toll collection system for that the traditional stop toll collection means has been the passive factor of fast communication .The NSETC (No Stop Electronic Toll Collection System) based on non-contact IC card as the representative of automatic toll collection improves the traffic capacity and service level efficiently.Both the RF IC card system and the automatic control system of toll collection station are the important part of automatic charging system.This article provides a three-layer construction for designing the RF 1C card system : Physical layer, Data Link layer, Application layer. It gives the research and implementation of information transmission channel based on RF IC in Physical layer; the methods of error detection and error correction about data reliability, the methods of identification and the fumy about data security, and the methods of opposing conflict in Data Link layer; the data communication format in Application layer.This article presents an automatic control system of toll collection station information displaying, balustrade controlling, red green lights changing, also analyses the hardware, software of the system.The following items present the main research work and innovation points:Firstly, the three-layer construction is used for designing the RF IC card system, makes the system design more clear and easy to change the system, also easy to learn by the stuff later.Secondly, the card which can be read or written based on RF IC don't need the real-time network any more.Thirdly, the method of 4 bit CRC and odd check is used in the system.Fourthly, the methods of identification and fumy is used in the system.Fifthly, the methods of opposing conflict based on time-piece is used in the system.Sixthly, an automatic control system is developed for the toll collection station.
