This paper mainly studied controling mechanical index of loess filling and its standards. Based on the contrast between various mechanical indexes (shear strength, compressibility modulus, unconfined compression strength, California Bearing Ratio etc.)of loess filling ,the paper firstly took California Bearing Ratio(CBR) as the control index .Then , factors (structural character physical and chemic quality ,degree of compaction,moisture content , soaking time etc.) that may affect CBR were analyzed , improving measures to those who can't meet the existing CBR standard were put formard and economical efficiency of the measures were analyzed. Furtermore , relationship between CBR and modulus of resilience of subgrade was studied. At last, CBR values of subgrade filling in loess region were investigated and counted. Through theoretical analysis , investigations and results of CBR tests in doors , new CBR standard that may be applicable to loess fillings was put forward .
