Combining with the practice and the request ofthe construction of the highway tunnel monitoring system in our country, this paper analyses and studies the problems existing in the traffic guidance and control system ofthe tunnels. After the analysis ofthe traffic flow characteristics of the tunnel, it presents a suit of the macroscopical dynamic traffic flow models, which is suitable for its traffic characteristics. Based on the study of the characteristics of traffic flow, it introduces the automatic incident detection techniques, and sets up BP algorithms for the detection, which can tell whether there is a blocking or an abnormal incident or not, thus tends towards the intelligent traffic control step by step. After the study on the theory of the highway tunnel monitoring system, this paper explains its function, composition and way of realization, and introduces four kinds of strategies in the case of traffic incidents. Based on the theoretical foundation, it introduces the patterns of the traffic guidance and control, and presents the way of the traffic control in four kinds of traffic situations (normal, crowded /blocking, traffic accidents, fire accidents). And with visual simulation software, this paper further simulates one common tunnel which is both long and large, then realizes the visual emulation of traffic elementarily.
