The influence on cut in western collapsible loess is more complicated than others. For not thinking of the change of water content of subgrade after excavatting cut and paving the pavement, the current method of design fails to take a reasonable modulus of resilience of subgrade and brings damages of pavement and subgrade. This paper quantificationally decide the reasonable modulus of resilience of subgrade of cut in western collapsible loess. It puts forward the method of calculating reinforcing layer based on the foregoing statement. So the mechanical capability and the stability of pavement and subgrade can be ensured during the useful life of highway. This paper analyzes the illogicality of the standard of the compactness for cut in western collapsible loess of the current norm of the design with quantificational experiments. It puts forward the reasonable standard of the compactness for cut in western collapsible loess based on preventing the collapsibility of ground base and minimizing the permeability. The experiment is done in a creative way to simulate the factual condition of cut in loess. The water content and the compactness of undisturbed soil samples are changed and the samples' structure are retained. The experiments of modulus of resilience, compression and collapsibility deformation, permeability under each water content and compactness are done. The rules of the relations of these parameters and water content and compactness are gotten. The measure of dealing with diseases of cut in loess is feasible for the sake of its economy. It is suitable for the highway construction of western area of our country and should be generalized.
