The video surveillance system of the expressway is an importance part in the surveillance systems, and plays a decisive role in the intelligent transport administrative system. With the born of the intelligent transport system( ITS) and the high-speed development of the computer technology, automatic control technology and communication technology, the system of traditional single-point and local supervise is hard to satisfy the demand of rapid advance. To realize fully sharing of information and resource, uniformly management and control, it is necessary to carry out ITS network and the video surveillance network system of the expressway.The networking technology of the expressway video surveillance involves many fields, such as communication, computer network, industrial control and image digital coding technology etc. This paper put forward how to carry out two-level networking based on the practical function demand and structural system of the Liaoning province expressway video surveillance. That is.how to transmit video from a section of highway to administrative subcenter and from administrative subcenter to administrative center, how to realize two-level video control and how to transfer and manage video control according to priority. We think of the netting of video image transmit and video signal control as two important aspects which are discussed in the thesis. At last, To satisfy intelligent management, this paper put forward how to realize exceptional accidents linkage control.So the following aspects are suggested by this paper:In chapter 2, research the key technology of the networking of video image transmit and video signal control ,and compare their difference in the way of the technology.In chapter 3,put forward the designal scheme of full-digital videoHIsurveillance system network on the basis of requirement of Liaoning province surveillance system., and practices the debugging and evaluating.In chapter 4, discuss how to deal with exceptional accidents in a linkage control strategy way based on the Liaoning province expressway video surveillance system, consider of the demand of the automatization of the expressway and intelligentize of traffic control. Simulate the process of linkage control of video surveillance by VB language based on video surveillance networking .the latter suggests the realistic meaning of the research. And this part of research is thought of as a innovation in the paper. At last, the conclusion has summed up the research content of the subject and put forward the future assumption and expectation on the item.Video surveillance network system of expressway put forward in this paper has already been popularized and applied in the projects of the Liaoning province surveillance system. It has been proved practically that this system has many advantages and good compatibility.such as clear video image .strong anti-jamming and big image transmitability, furthermore.taking full advantage of broadband transmission and realizing whole province video surveillance rely on communication system and fiber network, it adapt to current ITS digital and networking trend.At present, the construction of the information expressway is prevalent throughout the world. Video surveillance system network of expressway is just on the beginning of its long way.
