For recent years, there's a significant boost of the nation's civil air traffic. Busy airports and terminal areas often suffer form air traffic congestion. The congestion has interrupted the regular operation of airlines and caused serious delays and enormous economic losses, yet it has endangered the safety of aviation.This paper focuses on the aircraft sequencing dynamic problem in terminal area. Model and algorithm of this dynamic version have been proposed .In order to minimize the total expense of all waiting aircrafts .It exert C++ Builder program to realize "dynamic queue system of scheduled flight" in air traffic flow management.According to the flight plan data and scheduled flight dynamic data, realizing the flight land order of sequence row and confirming the flight actual land time etc. The "dynamic queue system of flight" achieves an automated ATFM in TMA. It is realistic meaning to improve and perfect the automation level of the air traffic managing in our countryThrough the simulation, we validate the practicability of this algorithm. Compare with FCFS the simulation proves that, as a successful attempt to implement the air traffic flow management in the terminal area, and the minimization of schedule delay and reduction of related costs are achieved, "dynamic queue system of scheduled flight" has realized its algorithm and major functions.
