Along with the growth of air traffic, the situation of flight delay is increasingly serious, especially in terminal control area. It not only has influenced the operation of air traffic and the economic benefits of airlines but also has affected the public satisfaction for air transport services. However airspace resources are limited. It needs more money and long cycle to build airports and runways. All these can't meet the growing demand of air traffic currently. Strategy of arrival flights sequencing is one of the effective means to solve the problem. Hence, it's of great significance to study the problem, for increasing the airspace capacity, reducing delays and improving the operational efficiency of the airline.This paper first introduces the ATS surveillance services and the development of ATC system. It also expounds some classical sorting algorithms, and gives a brief introduction to the problem of arrival flights sequencing. Then presents a sorting strategy based on radar control, combining with radar control criterion and methods of using standard radar traffic circuit. Second, an optimization model of arrival aircraft is established by using standard radar traffic circuit and cell transmission theory. The results show this model can reflect the dynamic characteristics of the arrival flights,and reduce the flight delay. What's more it can provide reference for the path selection of arrival flights. Third, the model is optimized with single machine scheduling algorithm, which considering the influence of the estimated arrival time,flight height, the amount of remaining oil and linked aircraft. The model can meet the demand of practical operation through the analysis of the result. Finally, try to use cellular ant algorithm in the three-dimensional space to search the way of arrival flights sequencing. According to this algorithm the sequencing model is established,and the effectiveness of the algorithm has been proved combining with instance.
