With the rapid growth of the quantity of motor vehicle in our country, in order to ensure the traffic safety, it become more and more important to carry on fixed comprehensive performance to measure to the automobile. Nowadays utilizing the modern sensor and computer techniques to perform vehicle safety inspection has been an urgent problem facing to automobile manufacturers, traffic control department and standard measurement department.This paper describes significance, purpose and contents of developing the distributed intelligent automobile measuring controlling and administrative system. It describes the function model and structure model of the system. Function model of the system is put forward and divided into function modules. Structure model of the system and all its modules is also described. We research the key technologies and their methods and algorithms; it focuses on analyzing the communication model of the system and designing of the communication protocol. It carry on research and design to workplace module of this system, and give the example by programming realization of light inspecting module.This system adopt distributed structure make the system able to measure large vehicles meanwhile, have improved the systematic speed of measuring, this system adopt object-oriented software design method that make it have some Advantage, such as :disposing flexible , apt expand , well common ability .
