By historic view, it is the Yellow River that affords ample water resources which benefit billions of Chinese offspring over the history, at the same time that have been brought heavy disasters, especially for the safety status of culvert-brake and dam at the downriver which is directly related to the safety of life and wealth along the river. As a result, it is of far-reaching historic significance and great operation significance to set up a self-contained culvert-brake safety monitoring system.Besides, to set up this project can save plenty of human and material resources, provide scientific and reliable on-site data, escape the influence of human factors, so that improve the work efficiency greatly. Through the safety monitoring and prewarning and forecasting, risk can be timely detected so that treatment and reinforcement can be performed to avoid great loss. As a result to set up a self-contained culvert-brake safety monitoring system has also distinct benefits both in economy and society. As an example of Lijiaan water-introducing culvert-brake system culvert-brake safety monitoring system is developed. The system is divided into two parts, that is, hardware and software system. Hardware system consists of on-site data acquisition cell and network operating cell. Based on the specific conditions of the culvert-brake, the most 3 prominent monitoring parameters which affect the culvert-brake safety (uplift pressure, seepage and differential settlement) are selected to monitor. 42 transducers are installed, which consist of three types of transducer, that is, differential transmitter, vibrating wire sensor and capacitance type sensor. The structures and the theory of operation for each of the transducer are covered in detail in the paper. Each transducer connects with the corresponding data acquisition module respectively, which makes up the on-site monitoring cell. The on-site monitoring cell serially communicates with network operating cell under RS485 Standard Bus, which is based on distributed control system (DCS) structure. Along the clue of hardware system structure, the paper discusses the date acquisition unit, distributedcontrol system and network communication in detail. The software system has been developed based on WINDOWS2000 as operating platform, with Visual C++ 6.0 as development language and SQL Server 7.0 as datebase, and also in virtue of graphic software such as Visio2002 and AutoCAD 2002. The system has friendly interface, simple and convenient operation and powerful function. The system has 5 subsystems, that is, system administration, data acquisition, data management, graph execution and also forms reporting. These 5 subsystems inosculate each other so as to be easily extended and transplanted, and also with good openness. The main purpose of safety monitoring is to timely observe the monitoring physical parameters so as to know the safety status of culvert-brakes and find the problems in time, so that the corresponding treatments can be operated. Normally the data size is very large and there are several monitoring transducers for one monitoring parameter. How to analyze the data efficiently and get the valuable data is in front of us. Using bitmap to get a group of consistent transducers, based on which we use the theory of multi-transducer information fusion to deal with the data. Finally, some detailed analyses about expert system are covered, in which the experiences of experts are generalized into knowledge base systemically and integrally so as to bring into more play. So it can evaluate the culvert-brake safety, service the aid decision making and realize the goals such as timely analysis and overall evaluation. This system has already been established and been in use. At present, it runs well and achieves the expectant effects. The achievement of this system offers valuable experience for the popularization of the culvert-brake safety monitoring system throughout of the Yellow River area.
