There exists a huge barrier to communication between the crew and the employer when the traditional ship management system is being employed. The lack of communication means seriously hindering the coordination of the diverse marine operation, especially when the ship is navigating on the ocean. Focused on the need of effective communication, this paper introduces the basic concept and development of workflow, provides a workflow management system model for the office of marine affairs, and realizes a Workflow-based Marine Office Automation System(WMOAS). Through analyzing the system demands of the office of marine affairs, this paper establishes the system target and gives the development method. The WMOAS is designed in order to realize co-development and enhance efficiency when dealing with the office of marine affairs. Also it is combined with Relational Database System that makes it more convenient. The architecture of the workflow model is easy to implement, expressive enough to define complex processes, and has the ability of dynamic process reconfiguration, flexible task assignment. Moreover, the WMOAS presents modem management thought. This system has been used on a cruise ship and proved to be efficient.
