At the end of the year 2001 ,China entered the World Trade Organization, which created an essential opportunity for the domestic shipping industry. The ship safety and quality management system (SQMS) emerge as the times require, Some big shipping companies established a effective SQMS that based on ISM code, ISO 9001:2000 and some pertinent Flag State Code, International Convention in succession. Moreover, China is also meeting a great challenge. Ship management mode in China hangs behind correspondingly, and the information technology employed is in a low state. Today, various technologies are being developed at a very high speed, the management of the safety and quality management system is still handled by hand. It is essential for managers to query, modify system documents and even replace version under network information environment. With the increasing competition in the international shipping market, management tends to standardization and be much more scientific, the information management of the ship safety and quality management system as a part of management information system, which is beneficial to enhance staff's safety consciousness, safety management and operation skill, to consummate mechanism and supervision organization, and also which is significant for the safe operation of ships and for pollution prevention. Therefore, it is extremely urgent to make more researches on web-based information system of the ship safety and quality management system.This paper analyzes across-the-board the development and staus quo of SQMS and it's information system, and discusses the ship safety and quality management system under network information environment. Then, different technologies used to resolve how to achieve SQMS information management are compared. Finally, Browser/Server-based management information system, high-powered SQL Server 2000 database and good functional ASP (Active Server Pages) are selected. In the third and fourth chapter, on the basis of analyzing the practical requirements of SQMS information system, the system scheme is established and restrictions are analyzed. Then some key technologies concerneddevelopment of SQMS information system are discussed, and the practical realization and maintenance of it is described. At last, the summary and prospect are described in chapter six.
