This paper put forward new design parameter and controlling guideline of construction for highways of Xi'an region through systemic experiments to solve the problem of old design parameter and controlling guideline.The paper got the current status of subgrade and pavement design parameter through broad investigating of the built and building highways of Xi'an region. On the base of studying the first-order and second-order nature-divisions for highway of Xi'an region, the paper put forward the third-order nature-divisions for highway. On the base of experiments the paper got the dependence relation of the three deflection measurement methods—Benkelman beam, settlement plate and FWD and got the dependence relation of subgrade rebound modulus , degree of compaction and consistence and hereby the paper brought forward the recommendation subgrade rebound modulus value under the heavy compaction standard of Xi'an region. The paper had a systemic study to base design parameter through experiments and got the law between design parameter and age and the dependence relation among design parameters. On the base of them, the paper put forward the recommendation base design parameter value of Xi'an region by contrasting to the recommendation value of criterion. Furthermore, through broad research, the paper got the current status of asphaltum surface design parameter and thereby put forward the asphaltum surface design parameter. Whereafter The paper calculated and analyzed the effect of new and old design parameter.Based on the indoor experiment of the subgrade rebound , the paper got the relation of the seasonal influence coefficient and water content or consistence. Based on the rule of base materials' strength and age, the paper got the predigestion formula of base theory reflection coefficient and put forward checking method and criterion of base and surface reflection of Xi'an region.
