On the basis of analyzing the water supply treatment technique in andabroad, this thesis focuses on the function and structure of watertreatment system for its improvement and perfection. By taking the surfacewater factory in Shi Jiazhuang as an example, the thesis explores the wayof improving the system by using the method of QFD(Quality FunctionDeployment) and VA/VE(Value Analysis/Value Engineering), designs theevaluation method as well as the indicator system and measures the effectscientifically from the point of safe, economical and stable operationdemand regarding to the water supply factory in the water treatmenttechnique mainstream in our country.The thesis aims at the study of the complex use of industrial engineer,management, system theory, automatic control as well as the improvementmethod of water treatment technique and its system, in order to improveour water supply treatment technique to meet the demand of the cityeconomic development and the improvement of our living, which is necessaryfacing the shortage of water resource and the deterioration of the waterquality.The way of process quality control is confirmed at first under thedirect of system theory and total quality management due to the specialtyof consistent process technique, which the water treatment systempossesses. Because the process control is based on the safe, economicaland stable operation of each unit and the whole system needs to becoordinated unified. Thus, secondly the function demand of each unitwithin the system is analyzed to find out the causes that do not suit forthe process control function demand and have no good for the economy,stability and the reliability. Thirdly, by using the method of QFD(QualityFunction Deployment) and VA/VE(Value Analysis/Value Engineering) we developeach unit from the project specialty to the component and the techniquespecialty which serves for the redesign the original units directly.Finally is the evaluation of the effect for the unit redesign. Therefore,the whole process is finished which consists of function analysis, productdesign and the evaluation of the effect for the water treatment system.The effect of the redesign of the five units in Shi Jiazhuang surfacewater factory proves that both of the new units design and the redesignof the former ones work very well during the process of this research.Some of the units with simple structure and single function take importantplaces not only in the normal operation of the control system but alsoin each procedure within the water treatment system and the safe,economical and stable operation of the whole system. Thus, the feasibilityof the water treatment system redesign by using the method of functionsand demand analysis, QFD(Quality Function Deployment) and VA/VE(ValueAnalysis/Value Engineering) is proved.
