Water is the source of the lives, and the material basis of the human beings' survival and the social and economic development. However, sharp contradiction has been formed between water supply and water requirement, which becomes one of the key obstacles of social development. The optimal allocation of water resources is an effective way of solving the problem. So the study on optimal allocation of water resources has important theories value and practical meaning.The current international and domestic research about the optimal allocation of water resources is firstly overviewed in the thesis;combined with the water resource using and social development program in the district of the Dushanzi, the thesis analyzes the background of putting forward the problem of the optimal allocation of water resources, and the resources supply and demand of the district's users in the different level years.The character of water resources system has been researched, the response function of the underground exploitation is set up on the basis of the underground water model of the watercourse regions, the model of underground stage omni-slope of the district is firstly constructed, which is made up with natural slope, exploitation slope and slope fluctuation resulted by the recharge change, in order to study the decompose and synthesis of stage;the stage omni-slope model is added up to the optimal allocation of water resources of the district Dushanzi, it could solve the restriction problem of underground water stage transformation influenced by the recharge change.On the basis of the harmonious development of the social economy, population and ecosystem environment, under the guide of sustainable development, the model of conjunctive planning and optimal allocation of the water resources is made in the district of Dushanzi for the first time, which could alleviate the water supply and demand contradiction among industry, life, agriculture, ecosystem environment, and put forward the advice to appropriate exploitation and the sustainable development of water resource in the district of Dushanzi.
