With the rapid development of economy and the increase of population, the threat of global water shortage is becoming more and more serious. As far as China is concerned, the amount of water needed for production and living have gone up steadily for decades while problems such as low-efficiency of water usage and shortage of water resources still exist. In some regions of the country, the conflict between water supply and demand turns out to be very serious, and hampers the sustainable development of the society. Therefore, considering the condition of city itself, to approach development over generations in harmony and to strengthen rational allocation of water resources is becoming the only solution to deal with a series of water problem. This paper summarizes the current theories of water allocation. And since water resource current status and water demand forcast is bases of optimal allocation, the paper studied related theories and analyse trend of city water demand as well.Further more, case study takes Zhengzhou, Henan province, as an example. Firstly the paper tries to evaluate feasibility of reconstruct of Water treatment plant grounded on current situation, and secondly to evaluate the economy of four proposed projects. Thirdly the safety and impact on current water supply system are analyzed. Finally the optimal priject is chosen using fuzzy math.
