According to the statistics of year 1998 to 2003, 1775 accidents happened in this river, causing 316 vessels sunk, 125 people died and 32968 million RMB lost. The Closed Circuit Television (CCTV) system is an important component of the safe precautionary technology system, and together with the other two major key elements, which are the warning system, and the entrances control system forms the modern comprehensive safe precautionary technology system. Because images (video signal) are visible, recordable and carrying lots of information, Through CCTV system you can take an over view of the whole situation, and have extremely high accuracy on affairs judging, and it is an effective way for check and alert, dynamically surveillance, procedure control and information record. The CCTV technology got unprecedented development in recent years, people have adopted the CCTV system in numerous social fields, and made good social and economic benefits.The work that this dissertation studies is divided into four parts mainly: First, according to the analysis the current situation of the Huangpu River, puts forward the necessity of building the CCTV system; Second, based on the development and technology characteristic of the CCTV, combined with the superintendent mode of Shanghai Maritime Safety Administration(MSA) user of the system, brings forward the system should possessfive functions which are surveillance, information gathering, information processing, information service, and information record, should meet the authority's request for surveillance area , superintendent mode , working environment etc, and describes the whole CCTV system.
